Senior Engineer - Planning (STP)

Responsibilities

• Lead planning and scheduling for assigned sewage treatment plant (STP) project package in Dubai
• Support project management and supervision teams in monitoring, analyzing, and reporting on project progress
• Perform delay analysis, claims evaluation, and forensic planning to safeguard timelines and mitigate risk
• Review and monitor contractors’ programme using Primavera P6
• Track procurement, manufacturing, delivery, installation, testing, and commissioning activities
• Prepare weekly/monthly progress reports, S-curves, dashboards, and critical path analyses
• Liaise with contractor planning team to align actual progress with approved schedule
• Evaluate Extension of Time (EOT) claims, conduct delay impact assessments, and prepare forensic analyses
• Advise on risk mitigation and recovery strategies, conduct site inspections to verify progress
• Support quantity surveyor with programme-related cost impacts and claims
• Maintain records to support claim defense and dispute resolution
• Represent planning function in technical/commercial meetings and support dispute negotiations
• Ensure contractor compliance with contractual obligations for schedule and delay notifications (FIDIC conditions)

Requirements

• Bachelor’s degree in Civil Engineering, Construction Management, or related
• 10+ years planning/scheduling experience in large-scale sewage treatment or water/wastewater infrastructure in the UAE or GCC
• Claims assessment, EOT evaluation, forensic delay analysis

Preferred Qualifications

• Expert user of Primavera P6
• Knowledge of EOT claims, disruption claims, Time Impact Analysis and Window Analysis
• Experience integrating MEP and commissioning activities in STP planning
• Excellent written and verbal communication, report-writing skills
• Ability to work independently with accuracy and attention to detail
• Strong organizational and time-management skills under tight deadlines
• Familiarity with FIDIC contract conditions and Dubai Municipality requirements
