Job Description

Responsibilities

  • Supervise and inspect the construction of wet and dry utilities (water, sewerage, stormwater, irrigation, HV/LV cables, street lighting, telecom, and ITS works) to ensure compliance with approved drawings, specifications, and RTA standards.
  • Monitor contractor’s adherence to method statements, quality plans, and safety procedures.
  • Review and comment on shop drawings, material submittals, method statements, and as-built drawings.
  • Witness and verify utility testing and commissioning activities.
  • Identify and report non-conformances and ensure corrective actions are implemented.
  • Coordinate with RTA, DEWA, Etisalat, DU, and other authorities to obtain NOCs, inspections, and approvals.
  • Liaise with contractors on work sequences, schedules, and conflict resolution.
  • Ensure smooth utility diversions, tie-ins, and minimal disruption to traffic or services.
  • Support the Resident Engineer in managing interface issues between utilities and other construction activities.
  • Maintain records of inspections, tests, and progress.
  • Prepare daily and weekly progress reports.
  • Assist in punch lists and closeout documentation.
  • Monitor manpower, equipment, and resource allocation.
  • Guide inspectors and junior engineers on installation and testing.
  • Identify conflicts in utility corridors and recommend mitigation.
  • Support value engineering reviews.
  • Resolve site issues with the Resident Engineer and authorities.

Requirements

  • Bachelor’s Degree in Civil Engineering or related discipline.
  • Minimum 10 years’ experience in utility works for major infrastructure projects.
  • At least 5 years’ experience in Dubai with proven RTA project background.
  • Experience coordinating with authorities (RTA, DEWA, Etisalat, DU, DM, etc.).
  • Strong understanding of RTA standards and project specifications.
  • Experience with construction supervision for wet and dry utilities.

Preferred Qualifications

  • Valid UAE Society of Engineers membership.
