Urban Development NBS Specialist (Technical Advisor I)

Responsibilities

• Provide technical advice and support for urban development and resilience programming to ensure high-quality delivery to vulnerable populations.
• Support the development and implementation of agency-wide strategies, standards, and tools in Urban Development and Resilience.
• Lead or contribute to the technical design of project proposals, including writing content and integrating donor priorities.
• Provide technical solutions to country program teams for strategic planning, partnership principles, and monitoring and evaluation (M&E).
• Strengthen staff and partner capacity through the development of training curricula, workshops, and coaching.
• Collect and analyze program data to capture lessons learned and contribute to the Urban Resilience learning agenda.
• Maintain relationships with donors, peer organizations, and research institutions to promote CRS' work.
• Develop Climate Finance proposals as required.

Requirements

• Master's degree in urban development, Environmental Management, Nature-based Solutions, or a related field focused on Climate Resilience.
• Minimum of 3 years of relevant work experience, ideally with an international NGO.
• Minimum of 3 years of field-based experience specifically in Climate Resilience and urban development.
• Proven experience in project design, proposal development, and technical writing.
• Experience with program monitoring, evaluation, and data analysis.
• Proficiency in English (speaking and writing) and a working knowledge of Filipino.
• Ability and willingness to travel up to 30%.

Preferred Qualifications

• Proficiency in MS Office packages (Excel, Word, PowerPoint).
• Experience with web conferencing applications and information/budget management systems.
• Knowledge of Bisaya or Hiligaynon dialects.
