Universal Health Care (UHC) Specialist

Responsibilities

• Lead engagement with the Department of Health (DOH), local government units (LGUs), and private partners to implement Universal Health Care (UHC) in the region.
• Drive the establishment and monitoring of Health Care Provider Networks (HCPN) through policy change and stakeholder communication.
• Facilitate dialogues with DOH and LGUs to improve regional referral systems and develop referral manuals.
• Support the establishment of Electronic Medical Record (EMR) systems at the RHU and hospital levels.
• Assist in PhilHealth accreditation processes and support policy changes regarding budget allocation for reimbursed resources.
• Lead the preparation for the 2027 UHC forum and manage other UHC-related policy initiatives.

Requirements

• Bachelor or Master Degree in Public Administration, Policy, Politics, Law, Sociology, Anthropology, or a related field.
• Minimum of 2 years of experience in a leading advocacy role or local-level citizen mobilization.
• Strong understanding of Maternal health, Public health, and local government structures.
• Excellent communication, negotiation, and public speaking skills.
• Proven experience interacting with high-level government officials or technical working groups.
• Strong policy analysis skills.

Preferred Qualifications

• Relevant training certificates in Advocacy, Social Accountability, or Governance.
