About the role
Responsibilities
- Provide hands-on technical assistance and coaching to NPHI teams across Ethiopia, Nigeria, Zambia, and DRC regarding institutional reform
- Lead co-design workshops to define workflows, service levels, and escalation rules
- Install management architecture including trackers, procurement pipelines, and bottleneck logs
- Coach mid- and senior-level officials on strategic decision-making and change management
- Develop policies to support NPHIs in accessing and absorbing financing from partners like the World Bank and Global Fund
- Translate country experience into structured methodology notes, case studies, and playbooks
- Manage assigned workstreams to ensure delivery against milestones and timely reporting
- Facilitate peer learning and structured exchanges across NPHI teams
Requirements
- Master’s degree or higher in Public Health, Global Health, International Development, Public Administration, or Business Administration
- 8+ years in public health, global development, or health systems strengthening
- 5+ years managing complex programs in low- or middle-income countries (LMICs)
- 3+ years working directly with government entities in LMICs
- Proven experience leading strategic assessments and planning exercises
- Experience designing and evaluating training programs for government officials
- Familiarity with external financing flows (World Bank, Global Fund, Pandemic Fund)
- Ability to work remotely during GMT or US EST hours and travel up to 25%
Preferred Qualifications
- Credentials in management or quality improvement (MBA, PMI, Lean Six Sigma)
- Knowledge of health financing or health economics in developing countries
- Experience in public health surveillance or NPHI functions
- Proficiency in French
- Experience working in Lusophone or Francophone Africa
- Experience in epidemic response and preparedness (EOC, JEE, AARs)
- Experience with multilateral organizations (WHO, World Bank, Africa CDC)
