Start Up/Commissioning Manager - Water/Wastewater Infrastructure

Responsibilities

• Oversee the development and execution of comprehensive Testing, Start-up, and Commissioning Plans for water and wastewater projects
• Manage safety, quality, and schedule related to all commissioning activities
• Collaborate with Design Engineers, Owner’s Operations staff, and Construction Managers to create system-wide commissioning schedules
• Review Contractor’s Testing and Start-up Plans and ensure compliance with contract requirements
• Liaise between the Constructor, Engineer, and Owner for all startup and testing activities
• Coordinate end-to-end tests with the contractor’s Start-up Manager and the Owner’s SCADA system programming staff
• Verify all piping, vessel hydrostatic testing, and flushing are completed prior to field testing
• Ensure all operating, maintenance, and vendor documentation is complete, accurate, and handed over to the Owner
• Monitor commissioning project budgets, performance, and utilization

Requirements

• B.Sc. in Engineering (Mechanical or Electrical preferred)
• 15 years of diverse experience in plant operations, maintenance, or commissioning within a related industry
• Minimum of 5 years of experience at a managerial level
• Proficiency with Microsoft Office Products (Access, Word, Excel, PowerPoint, and Outlook)
• General knowledge of Instrumentation, PID control, loop tuning, and Programmable Logic Controllers (PLC)
• Deep understanding of Commissioning Principles, including pre-commissioning, verification, and performance testing
• Knowledge of OSHA requirements, including Lockout/Tagout and Arc Flash Hazard Requirements (NFPA 70E)

• Extensive experience with major water infrastructure projects
• Strong functional knowledge of plant commissioning, operations, and maintenance technology
• Excellent leadership, communication, and presentation skills
• Proven problem-solving abilities in complex environments
