Sr. Program Manager for Construction Management

Responsibilities

• Provide program leadership and guidance for all Construction Management activities acting as the Owner's Agent.
• Advise on and implement solutions for program-level technical and contractual challenges to maintain construction progress.
• Develop and monitor key performance indicators including safety, quality control, schedule, and financial performance metrics.
• Coordinate with key program stakeholders and provide accurate upward reporting to the client.
• Manage internal project phases including planning, recruiting, mobilization, and program execution.
• Identify design and construction risks and develop project-specific mitigation strategies.
• Assess program needs and trends to determine and acquire necessary resources to meet objectives.
• Oversee program performance to ensure all financial, schedule, deliverable, and safety targets are met.

Requirements

• Bachelor’s degree in Engineering or Construction Management (CM).
• Active Secret security clearance.
• 15+ years of diversified experience in Owner’s Agent PM/CM services for large, complex programs.
• Significant experience with Progressive Design Build or CM at Risk processes.
• Experience managing major construction projects with a value exceeding $250M.
• Advanced leadership skills with the ability to manage large groups of personnel and resolve complex assignments.
• Expert knowledge of standard Construction Management practices and risk mitigation strategies.

Preferred Qualifications

• TS/SCI level security clearance.
• Professional Registration as a PE (Professional Engineer) or RA (Registered Architect).
• PMP (Project Management Professional) or CCM (Certified Construction Manager) certification.
• OSHA 10/OSHA 30 safety certifications.
• USACE/NAVFAC Construction Quality Management (CQM) certification.
