Specialist HSE Technical Engineer

Responsibilities

• Lead Technical Safety, Process Safety Engineering, and Loss Prevention deliverables for high-profile offshore development projects.
• Provide technical support across Conceptual, Front End Design (FEED), and Detailed Engineering/EPC phases.
• Prepare and review scopes of work for project contractors and HSE consultants.
• Conduct technical evaluations for the selection of Engineering/EPC contractors and third-party HSE study consultants.
• Review and approve design works, drawings, and technical documents to ensure compliance with company HSEMS, international standards (API, NFPA, BS, etc.), and risk-based assessments.
• Participate in and contribute to HSE workshops and reviews, including HAZOP, HAZID, SIL/LOPA, Bow-tie, and ALARP workshops.
• Perform and review complex HSE studies such as QRA, HSEIA, consequence modelling, and CFD.
• Interpret physical effects modelling and quantitative risk assessments.
• Act as a company representative for fire protection system inspections and performance testing.

Requirements

• Bachelor’s Degree in Chemical, Safety, or Mechanical Engineering (or equivalent engineering discipline).
• 15+ years of experience in an Engineering/Technical HSE position within the Oil and Gas or Petrochemical industry.
• Minimum of 5 years of experience in a similar specialist position on major Oil and Gas projects.
• Proven experience executing HSEIAs and safety studies associated with offshore installations.
• Proficiency in industry safety software such as PHA-Pro, PHAST, PHAST Risk, FLARESIM, or THESIS.
• Strong proficiency in English.

Preferred Qualifications

• Experience working within the GCC region.
• Membership in a recognized International Safety Organization.
