Special Counsel

Responsibilities

• Provide legal guidance on the design, implementation, and administration of health and employee benefit plans
• Ensure organizational compliance with ACA, HIPAA, COBRA, and other federal/New York State laws
• Advise on legal risks and mitigation strategies related to employee benefits and wellness programs
• Design and operationalize a scalable compliance framework
• Draft, review, and negotiate contracts with benefit plan vendors, administrators, and insurers
• Work with the Agency Privacy Officer to develop policies and conduct use case analysis for data or tech investments
• Monitor and interpret changes in federal and state laws governing employee benefits
• Support audits and governmental inquiries from federal or state agencies

Requirements

• Admission to the New York State Bar
• Four years of recent full-time responsible, relevant legal experience
• Eighteen months of experience in a supervisory, administrative, or managerial capacity
• Ability to work independently and collaboratively

Preferred Qualifications

• Expertise in ACA, HIPAA, and COBRA regulations
• Experience designing and operationalizing compliance systems

About the Company

The Office of Labor Relations (OLR) represents the Mayor in the conduct of all labor relations between the City of New York and labor unions representing employees of the City. OLR also administers various health and employee benefit programs for the city's workforce.
