Site Security Manager (SSM)

Responsibilities

• Draft Construction Security Plans (CSP) and outline threat and risk mitigation strategies for multiple SCIF/SAPF sites within the National Capital Region (NCR).
• Implement USG-approved CSPs and perform design reviews to ensure compliance with SCIF/SAPF accreditation requirements.
• Conduct initial and subsequent risk assessments as directed by the AO/Special Security Officer (SSO).
• Coordinate with the General Contractor (GC) and Accreditation Officer (AO) on site-specific security requirements.
• Perform periodic security inspections and document any violations or deviations from the CSP.
• Manage site access controls and maintain comprehensive documentation of all workers, vendors, and construction materials.
• Develop Standard Operating Procedures (SOPs) for SSM staff and oversee inspection methods for equipment and personnel.
• Initiate and update FFC and TEMPEST checklists, compiling all required documentation for submission to the AO/SSO.
• Oversee STC and IEEE-299 testing conducted in support of approved CSPs.

Requirements

• Active TS/SCI security clearance and a current CI Polygraph (or willingness to undergo one).
• Minimum of 6 years of security experience related to SCIF construction, Intelligence Operations, Counter-Intelligence, or Physical Security.
• Minimum of 3 years of direct experience working on ICD-705 construction projects or as a Physical Security SSO.
• Valid certificate of completion for a 32-hour or greater SSM Training Course.
• Valid certificate of completion for a 40-hour or greater CST Training Course.
• Bachelor's degree in a security or intelligence field, or equivalent experience (minimum 10 years as a physical security officer).
• Ability to travel 10-25% and work at multiple sites within the National Capital Region.
