Senior Specialist - Talent Development Center

Responsibilities

• Align business training initiatives and plans with the overall RTA strategy and agency directives.
• Link training programs to individual performance programs (IPP), competency frameworks, and succession planning within talent management systems.
• Conduct Training Needs Analysis (TNA) to review management and behavioral skills training and provide recommendations.
• Develop and implement plans to qualify internal trainers to enhance knowledge transfer and institutional sustainability.
• Manage the annual business training schedule, oversee budgets, and ensure resource alignment.
• Execute training plans in coordination with organizational units, ensuring adherence to timelines and quality standards.
• Monitor training vendor contracts and verify compliance with service terms and performance levels.
• Evaluate the effectiveness of training programs using financial and performance indicators and ROI assessments.
• Develop dashboards and analytical tools to monitor training efficiency, engagement trends, and learning outcomes.

Requirements

• Bachelor's or Master's degree in Human Resources Management.
• Minimum of 8 years of experience with a Bachelor's degree, or 6 years of experience with a Master's degree.
• Proven expertise in instructional design and curriculum development.
• Strong skills in data analysis, reporting, and creating executive presentations.
• Experience in conducting Training Needs Analysis (TNA) and identifying competency gaps.
• Proficiency in creating Individual Development Plans (IDPs).
• Ability to perform ROI assessments for training and development initiatives.
• Experience in managing training operations and learning center activities.
