Senior Program Analyst

Responsibilities

• Coordinate with stakeholders to develop cost estimates, assumptions, and models for Program Objective Memorandum (POM) formulation
• Conduct affordability research, cost-benefit analysis studies, and develop research reports with actionable recommendations
• Perform econometrics and valuation determinations of planned resources and provide detailed white papers
• Assist in the congressional budget process by developing budget briefings for principal staff members
• Support accountability and audit activities for agencies such as GAO and DoD IG
• Prepare structured data packages with rigorous version control and traceability

Requirements

• U.S. Citizenship required
• Bachelor's Degree
• Minimum 10 years of experience as a Senior Program Analyst or Program Management Analyst
• Active TS/SCI clearance with Polygraph
• Verified experience with the PPBE process
• Proficiency with Microsoft 365, Power BI, and data-visualization platforms
• Experience with SNAP-IT or similar federal IT investment systems
• Experience with BES certification packages and CPG requirements
• Knowledge of federal budget formulation and CIO-level reporting cycles

Preferred Qualifications

• Experience with taxonomy management and integration
• Working knowledge of AI-enabled tools for data-quality automation and workflow optimization
• Ability to interpret DoW CIO, OMB, OSW(PCA), and USCYBERCOM reporting requirements
