Senior Program Analyst

Responsibilities

• Lead end-to-end project oversight for Non-Program of Record (NPOR) acquisition solutions, from requirement validation to sustainment.
• Develop agile and tailored acquisition strategies for unique foreign partner requirements.
• Identify appropriate rapid contracting vehicles and coordinate with industry to secure solutions.
• Conduct comprehensive risk assessments focusing on long-term sustainment, interoperability, and technology transfer.
• Develop obsolescence and lifecycle support plans for systems lacking a U.S. Army program sponsor.
• Serve as the primary liaison between foreign partners, DASA DE&C, Program Acquisition Executives, and Life Cycle Management Commands.

Requirements

• Bachelor's degree in Business, Management, or a technical field.
• 8-12 years of proven experience in DoD/Army acquisition or program management.
• Current Secret security clearance.
• Demonstrated experience managing agile, rapid, or non-traditional acquisition projects.
• Expert knowledge of alternative acquisition pathways such as Middle Tier of Acquisition or Other Transaction Authority (OTA).
• Strong understanding of lifecycle logistics and sustainment planning for unique systems.
• Ability to communicate complex project plans and risks to senior leadership.

Preferred Qualifications

• Master's degree.
• TS/SCI Clearance.
• Project Management Professional (PMP) certification.
• DAU certification in Program Management (PM) at the Advanced level.
