Senior Manager, Strategic Sourcing

Responsibilities

• Lead end-to-end sourcing for BMO’s external labour category, including professional services, advisory, staff augmentation, and technology services.
• Develop category management frameworks, sourcing strategies, and strategic execution plans for the External Labor portfolio.
• Manage the full sourcing lifecycle, including RFI/RFP processes, supplier selection, and contract negotiations or renewals.
• Partner with HR and workforce planning leaders to align sourcing strategies with demand signals and workforce needs.
• Conduct market and supply analysis to optimize the supplier mix across staffing firms and niche providers.
• Develop and manage commercial models, such as rate cards, markup frameworks, and milestone-based SOW pricing.
• Perform supplier risk assessments and ensure all sourcing activities comply with risk management frameworks and regulatory requirements.
• Provide strategic consulting to internal stakeholders on deal structuring and high-value external labor engagements.

Requirements

• 7+ years of relevant strategic sourcing, supply chain, or procurement experience.
• Post-secondary degree in a related field or an equivalent combination of education and experience.
• Deep expertise in sourcing processes, procedures, and controls.
• Expert-level negotiation capabilities and proven experience in supplier contract negotiations.
• Advanced Excel and spreadsheet analysis skills with the ability to perform data-driven decision making.
• Strong knowledge of risk and regulatory requirements within a corporate environment.
• Excellent verbal and written communication skills with the ability to influence senior leadership.

Preferred Qualifications

• Direct category experience in External Labor, including contingent workforce and SOW-based professional services.
• Experience with external labor program models and tooling, such as VMS/MSP environments.
• Proven ability to build and implement complex commercial models and outcome-based SOW constructs.
• Experience producing executive-ready strategy and risk summaries for high-value engagements.
