Senior Manager - Procurement

Responsibilities

• Develop and implement comprehensive procurement strategies aligned with project objectives and financial budgets.
• Lead end-to-end procurement processes including tendering, bid evaluation, commercial negotiation, and contract award.
• Manage and mentor procurement teams to deliver cost-effective and timely solutions.
• Conduct sophisticated commercial negotiations with suppliers and subcontractors to secure optimal terms and risk allocation.
• Ensure all activities comply with company policies, contractual requirements, and Saudi Arabian regulations.
• Establish and maintain strategic supplier relationships and manage vendor performance and quality standards.
• Collaborate with project management, engineering, and logistics teams to align procurement with technical specifications and timelines.
• Oversee cost control initiatives and identify value engineering opportunities to optimize project economics.

Requirements

• Minimum 15 years of procurement experience within the construction and infrastructure sector.
• At least 6 years of commercial procurement experience specifically in the Kingdom of Saudi Arabia (KSA) or the Middle East region.
• Bachelor's degree in an engineering discipline (e.g., Civil, Mechanical, or Electrical).
• Proven track record of leading procurement teams and managing complex campaigns for large-scale projects.
• Strong commercial negotiation skills and experience in contract drafting and review.
• In-depth knowledge of Saudi procurement regulations and local market dynamics.
• Proficiency in MS Office and experience with ERP or e-procurement platforms.
• Excellent English communication skills; Arabic proficiency is a plus.
