Senior Health Information Systems Officer

Responsibilities

• Lead the design, implementation, and management of the project's Monitoring, Evaluation, and Learning (MEL) framework and Performance Monitoring Plan.
• Provide technical direction on health information systems (HIS), data management, and data quality assurance processes.
• Strengthen multisectoral health data management systems to improve surveillance and outbreak information accessibility and interoperability.
• Design and implement baseline, midline, and endline assessments and evaluations.
• Synthesize and analyze project data to identify trends and inform adaptive management decisions.
• Develop data visualizations, dashboards, and technical briefs to communicate project progress and best practices.
• Supervise the MEL Officer, providing technical guidance, mentorship, and performance oversight.
• Lead the preparation of quarterly and annual performance reports for donor submission.

Requirements

• Master's Degree in Health Informatics, Public Health, Epidemiology, Statistics, Information Systems, or a related field.
• 6+ years of relevant experience in health information systems, monitoring and evaluation, or data management.
• Proven experience designing and implementing MEL frameworks and indicator tracking systems in a public health context.
• Proficiency in data management and analytic software such as MS Excel, Power BI, Tableau, SAS, SPSS, or Stata.
• Professional fluency in Arabic, French, and English.
• Strong analytical, organizational, and project management skills.

Preferred Qualifications

• Project Management (PM) Certification.
• Experience working on USG-funded programs.
• Familiarity with Morocco's national health information systems and data reporting structures.
