Senior Contracts Manager

Responsibilities

• Provide advice and support to proposal teams, operations leadership, and senior management regarding contract and grant activities.
• Manage all aspects of contracting, including pre-award support, negotiation, award, post-award issue resolution, and close-out.
• Review solicitations, perform pricing analysis, and lead the development of proposal cost/price strategies.
• Review terms and conditions to identify and mitigate risks related to financial terms, intellectual property, and indemnification.
• Negotiate fixed fees and contractual modifications to ensure alignment with University policies and customer requirements.
• Establish equitable payment terms and coordinate with Research Accounting to ensure timely invoicing and compliance.

Requirements

• Bachelor's degree plus 6 years of experience (or Master's degree plus 5 years) including federal government contracting of research efforts.
• Two years of experience working for a Defense Contractor in support of Department of Defense programs.
• Sound knowledge of the federal acquisition process, FAR, and governing regulations.
• Understanding of commercial contracts, business law, and general business practices.
• Knowledge of ITAR and US import/export regulations.
• U.S. citizenship is required.
• Ability to obtain and maintain a security clearance.

Preferred Qualifications

• Juris Doctor (JD) or MBA degree.
• Three years of experience working with the General Services Administration (GSA).
• Five years of experience working for a defense contractor in support of DoD programs.
• Experience pricing complex R&D proposals or working with classified programs.
• Experience with 2 CFR 200 OMB Uniform Guidance or Deltek Costpoint ERP.
• Active Security Clearance.
