Senior Contract Manager

Responsibilities

• Lead procurement actions including sole-source procurements, MOUs, small purchase solicitations, and large competitive bids
• Manage the preparation and review of purchase requisitions, contracts, amendments, and selection reports
• Evaluate technology vendor proposals, including SaaS licensing terms and technical specifications
• Partner with internal divisions to develop scopes of work for technology and non-technology contracts
• Oversee the full lifecycle of contracts from vendor selection through performance monitoring and closeout
• Utilize FMS and PASSPort to process procurement actions and maintain accurate records
• Monitor MWBE utilization goals and ensure compliance with regulatory requirements
• Provide expert guidance on contract disputes, missing deliverables, and payment delays

Requirements

• Minimum of three years of city government contract management experience
• Knowledge of NYC Procurement Policy Board (PPB) Rules and Comptroller Directives
• Proficiency with FMS and PASSPort procurement systems
• Intermediate to advanced Microsoft Excel skills
• Ability to translate technical requirements into procurement language
• Strong organizational and operational skills

Preferred Qualifications

• Experience managing contracts with a value exceeding $1M
• Proficiency in SQL or Power BI for data analysis
• Familiarity with NYC OTI guidance or agency IT procurement processes
• Experience procuring professional services for technology modernization or platform migration
