Senior Construction Purchasing Agent

Responsibilities

• Lead the full procurement lifecycle for MILCON projects, including trade outreach, bidding, bid leveling, and subcontract execution
• Develop and issue RFPs, bid packages, and scopes of work in compliance with FAR, DFARS, and DoW regulations
• Ensure all subcontract agreements include appropriate government contract flow-down clauses (Buy American Act, Davis-Bacon Act, etc.)
• Evaluate trade partner bids for completeness, cost competitiveness, and technical compliance
• Implement requirements from Unified Facilities Criteria (UFC) and other federal mandates
• Manage project buyout demand forecasts and coordinate procurement timing with project milestones
• Partner with finance teams to ensure subcontractor pricing aligns with project budgets

Requirements

• 8+ years of progressive experience in construction procurement, purchasing, or contract administration
• Bachelor’s degree in Construction Management, Business Administration, or related field
• Proven experience managing subcontracts for complex federal projects
• Strong understanding of construction sequencing, scopes of work, and cost structures
• Proficiency with procurement or project management platforms like Procore
• Eligibility for security clearance (Secret or higher)
• Willingness to travel to project sites and supplier facilities occasionally

Preferred Qualifications

• Prior experience on federal or military construction projects
• Familiarity with FAR, DFARS, UFC, UFGS, and USACE/NAVFAC standards
• Experience in a Design-Build or self-performing GC environment
• Certifications such as CPSM, NCMA CPCM/CFCM, or PMP
• Track record of managing vendor networks for specialized federal construction trades
