Senior Construction Manager (Roads)

Responsibilities

• Develop and implement strategies for the acquisition, management, and handover of Right of Way (ROW) for infrastructure including roads, utilities, and pipelines.
• Lead construction activities related to ROW preparation, such as site clearing, demolition, fencing, and boundary demarcation.
• Coordinate with construction package managers to ensure ROW is cleared and prepared in advance of project requirements.
• Manage the relocation or protection of existing utilities to ensure minimal disruption to project progression.
• Oversee contractors to ensure performance adheres to schedules, budgets, and quality standards.
• Act as the primary point of contact for ROW matters, liaising with Qiddiya authorities, government agencies, and landowners.
• Ensure all activities comply with Saudi Arabian laws, regulations, permits, and environmental standards.
• Maintain comprehensive documentation, including survey data, land acquisition records, and progress reports.
• Identify and mitigate potential ROW conflicts, risks, and unforeseen site conditions.

Requirements

• Bachelor's degree in Civil Engineering, Construction Management, Land Surveying, or a related field.
• 20+ years of extensive experience in construction management.
• Significant expertise in Right of Way management for large-scale linear infrastructure or master-planned developments.
• Proven leadership experience on mega-projects, specifically within the Middle East.
• Deep understanding of land acquisition processes, property rights, and easements.
• Proficiency in project management software such as Primavera P6 or MS Project.
• Fluency in English; Arabic language skills are a significant advantage.

Preferred Qualifications

• PMP (Project Management Professional) or equivalent certification.
• Experience with GIS applications.
