Senior Advisor, Clean Energy

Responsibilities

• Ensure MOCEJ policies, projects, and programs comply with Federal, State, and local laws
• Review and draft agreements including grant agreements, procurement contracts, MOUs, and NDAs
• Conduct legal research and prepare memoranda on environmental and energy law matters
• Administer City participation in energy regulatory proceedings before FERC and NYSPSC
• Review new legislation and support the development of City comments on proposed regulations
• Lead legislative initiatives by drafting proposals and supporting memoranda
• Provide legal and policy analysis for renewable energy deployment and grid modernization
• Support the NYC Law Department with legal and administrative aspects of litigation
• Ensure compliance with City Information Privacy Law and Conflicts of Interest Board rules

Requirements

• Familiarity with New York City procurement laws and processes
• Familiarity with environmental or energy laws and regulations at federal, state, or local levels
• Familiarity with federal and state grant funding processes and compliance requirements

Preferred Qualifications

• Graduate of an ABA-approved law school and member in good standing of the NYS Bar
• 2+ years of relevant legal experience including drafting contracts and legislation
• Experience with Community Development Block Grant – Disaster Recovery (CDBG-DR) funds or FEMA assistance
• Strong organizational, research, and analytical skills
• Ability to communicate complex technical topics to administrative and technical leaders
