About the role

Responsibilities

  • Define and execute partnership strategies to secure multi-year, predictable funding in line with ICRC priorities.
  • Lead the full partnership cycle, including negotiations, drafting, compliance oversight, and closure of financing agreements.
  • Identify and advance funding opportunities in collaboration with ICRC delegations and technical experts.
  • Strengthen ICRC’s positioning with development actors, IFI stakeholders, and public-sector partners through proactive engagement.
  • Represent the ICRC at key partner meetings, consultations, and technical forums to expand relationship depth.
  • Provide strategic advisory to senior management and inform decision-making through stakeholder insight and analysis.

Requirements

  • Master's degree in international relations, development, business administration, or a relevant field.
  • Over 10 years of professional experience in resource mobilization, partnership management, or international development.
  • Strong experience in government relations or public-sector fundraising within the Asia-Pacific region (specifically with the Republic of Korea and Japan).
  • Proven track record of delivering financial income through complex institutional partnerships.
  • Demonstrated experience engaging with Development actors and International Financial Institutions (IFIs).
  • Fluency in English is required.

Preferred Qualifications

  • Knowledge of Korean, French, Japanese, or Mandarin is considered a strong asset.
  • Experience working within the International Red Cross and Red Crescent Movement.
  • Experience working in complex, large-scale, or matrixed organizational environments.
