Resident Engineer (Infrastructure & Community Development)

Responsibilities

• Manage the scope of engineering work, schedules, change management, and project closeout
• Monitor progress to ensure compliance with schedule and budget requirements
• Coordinate with authorities and agencies for project approvals and service handovers
• Interface with contractors and subcontracts to facilitate compliance with contract deliverables
• Review work to ensure applicable codes, standards, and procedures are followed
• Review and approve change orders and notify relevant project management personnel
• Manage client expectations and provide periodic progress updates
• Ensure all Parsons rights and obligations are fulfilled

Requirements

• Degree in Civil Engineering from a recognized university
• Minimum 15+ years of experience in construction supervision of infrastructure (roads, utilities, pumping stations) and community development
• Substantial recent experience in community development projects, preferably within Dubai
• In-depth knowledge of Dubai NOC procedures, commissioning, and Government Authority specifications
• Strong technical knowledge of industry standards and codes
• Proficiency in relevant engineering software and computer skills
• Knowledge of construction health, safety, and environment (HSE) protocols
• Excellent written and spoken communication skills

• Excellent interpersonal and stakeholder coordination skills
• Proven ability to work in teams and mentor junior staff
