About the role
Responsibilities
- Lead and manage teams to deliver a greenfield Utilities program of $500MM USD or more in capital assets for biotech/bioconjugate campus operations.
- Oversee the full project lifecycle from conceptual design through commissioning, qualification, and operational handover.
- Manage both Clean Utilities (WFI, Pure Steam, Process Gases, etc.) and Gray Utilities (chilled water, electrical distribution, wastewater, etc.).
- Coordinate utility tie-ins, capacity allocations, and handoff sequencing with manufacturing, laboratory, and warehouse building teams.
- Ensure strict compliance with cGMP requirements, Company Policies, and regulatory standards including FDA, ISPE, and ASME BPE.
- Develop and maintain safety and environmental execution plans to ensure all contractors and personnel work safely.
Requirements
- Bachelor of Science in Engineering or a technical related field (e.g., project management, construction management).
- Minimum of 10+ years of experience in capital project delivery within industrial or manufacturing facilities.
- Proven experience managing greenfield projects.
- Authorized to work in the United States on a full-time basis without sponsorship.
- Willingness to relocate to Richmond, VA, for the duration of the project and travel domestically or internationally (15% to 30%).
Preferred Qualifications
- Experience in biotech, biologics, or bioconjugate manufacturing.
- Direct experience delivering Central Utility Plants (CUPs) and clean/gray utility distribution on pharma campuses.
- Expertise in commissioning and qualifying utility systems to cGMP standards (IQ/OQ/PQ).
- Professional Engineer (PE) or Project Management Professional (PMP) certification.
- Experience with LEAN, automation, and project controls.
