Project Director

Responsibilities

• Act as the senior representative for Parsons with clients, contractors, consultants, and key stakeholders on major infrastructure programs
• Provide leadership through construction management, supervision, testing, commissioning, and handover phases
• Oversee multidisciplinary teams covering civil, structural, MEP, highways, utilities, and traffic management
• Manage overall financial performance, including budgeting, forecasting, change management, and commercial risk
• Review and approve Project Execution Plans, Health and Safety Plans, and Quality Assurance frameworks
• Identify and proactively manage technical, delivery, and stakeholder risks
• Monitor and report performance against milestones, cost, schedule, safety, and sustainability metrics
• Lead negotiations regarding scope changes, variations, and claims

Requirements

• Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline
• 20+ years of experience in the delivery of major civil infrastructure, highways, utilities, or complex urban projects
• Proven track record in a senior project leadership or Project Director role
• Extensive experience delivering major projects for government entities or sovereign-backed programs in Saudi Arabia
• Comprehensive understanding of Saudi Arabian codes, standards, and regulatory requirements
• Strong commercial and financial management skills, including contract administration and claims avoidance
• Excellent leadership, communication, and stakeholder management capabilities

Preferred Qualifications

• Experience working with major public-sector clients, municipalities, and utility providers in Saudi Arabia
• Familiarity with modern delivery tools such as BIM and digital engineering
• Prior experience working for construction contractors on large-scale civil infrastructure projects
