Project Controls Manager

Responsibilities

• Lead the development and implementation of project controls frameworks, processes, and systems
• Oversee planning and scheduling activities to ensure alignment with project milestones
• Manage cost control, budgeting, forecasting, and financial reporting
• Establish and monitor project KPIs, dashboards, and performance metrics
• Lead risk management activities, including identification, analysis, mitigation, and reporting
• Ensure effective change management and claims support in coordination with commercial teams
• Provide strategic oversight on progress measurement and reporting to senior stakeholders
• Coordinate with engineering, construction, and commercial teams for integrated delivery
• Lead and mentor the project controls team

Requirements

• Minimum of 15 years of experience in project controls
• At least 5 years of experience specifically in railway projects
• Proven experience in a Project Controls Manager or equivalent role on large-scale projects
• Proficiency in Primavera P6 and other industry-standard cost management tools
• University degree in Engineering or a related discipline
• Experience in the Middle East, particularly the UAE, is highly advantageous

Preferred Qualifications

• High Speed Rail (HSR) project exposure
• Master’s degree in Engineering or a related field
• Chartered Engineer status or equivalent professional accreditation
