About the role
Responsibilities
- Lead functional implementation projects, including administrative process analysis, solution design, configuration, and deployment.
- Model and digitize electronic procedures and files in compliance with the regulatory framework (Ley 39/2015, Ley 40/2015, ENI, ENS).
- Manage integration with interoperability platforms such as @firma, FACe, ORVE/SIR, Cl@ve, and Notific@.
- Act as the primary functional point of contact for clients, managing project follow-ups and incident resolution.
- Coordinate with internal technical teams, including development, architecture, and infrastructure.
- Provide user training, functional documentation, and support during the transition to new operating models.
Requirements
- Minimum of 5 years of experience in Electronic Administration projects for Public Administrations (AAPP).
- Proven experience working within the local administration sector (city councils, provincial councils, or mancomunidades).
- Strong knowledge of ECM platforms and document management systems in public environments.
- Deep understanding of the regulatory framework, including Ley 39/2015, ENI, ENS, and RGPD.
- University degree.
Preferred Qualifications
- B2 level of Basque (Euskera) or higher.
- Experience with the Basque technological ecosystem, including EJIE, Izenpe, eHAEF, or UDALMAP.
