Program Specialist I

Responsibilities

• Participate in the planning and development of mental health and housing service delivery systems and homelessness systems.
• Interpret rules, regulations, policies, and procedures to provide technical assistance to service providers.
• Monitor contracted services to ensure conformity to contracts regarding quality, quantity, client population, and outcomes.
• Assist in writing and submitting applications for State and Federal housing grants, including HUD Continuum of Care grants.
• Perform monitoring of contracted providers for compliance, fraud, mismanagement, and fund utilization through client file reviews.
• Prepare proposals, reports, and surveys for various funding sources.
• Represent the Erie County MH/ID&A Office at local and statewide meetings, committees, and task forces.

Requirements

• Minimum of 2 years of professional experience in the field of Mental Health.
• Bachelor's Degree in a related field or an equivalent combination of experience and training.
• Ability to communicate effectively and establish productive working relationships.
• Knowledge of principles and practices related to mental health program planning and statistical data analysis.

Preferred Qualifications

• Experience with HUD or State Department of Human Services monitoring processes.
• Familiarity with the principles of recovery and resiliency culture within mental health systems.
