Program Manager

Responsibilities

• Manage complex development and production programs, including budget planning, scheduling, and risk management
• Plan and manage project budgets and schedules using appropriate project management control techniques
• Drive a rigorous active Risk and Opportunity project register using established management tools
• Provide clear and concise direction to Capture Teams and Program Execution IPTs to ensure alignment with milestones
• Act as the primary customer contact on key issues and address all contract/GTC requirements
• Maintain an Open Issues List (OIL) for each project and document key milestones and target dates

Requirements

• University Degree or equivalent with a minimum of 8 years of relevant experience (or an Advanced Degree with 5 years of experience)
• Experience delivering programs to government agencies, commercial, or non-government regulated industries
• Proven ability to lead cross-functional teams and drive results under tight timelines
• Strong leadership, negotiation, and interpersonal skills to build long-lasting relationships
• Excellent commercial and financial awareness, including risk and opportunity management
• Canadian citizenship or permanent residency is required due to security clearance requirements

Preferred Qualifications

• Knowledge of the defense, aerospace, or technology industries
• Demonstrated record of implementing process improvements in techniques, tools, or approaches
• Innovative and creative problem-solving abilities
