Program Analyst

Responsibilities

• Support all phases of the Planning, Programming, Budgeting, and Execution (PPBE) lifecycle, including budget formulation, execution, cost analysis, and financial reporting
• Prepare and monitor annual and multi-year budgets, forecasts, spend plans, and financial plans in accordance with federal and DoW requirements
• Develop and maintain financial models, Earned Value Management (EVM) models, and detailed funding profiles across multiple projects and fiscal years
• Provide analytical support for Congressional budget exhibits, Program Objective Memorandum (POM) submissions, and senior-level data calls
• Create and enhance financial databases, spreadsheets, and automated tools to support analysis and executive-level reporting
• Evaluate contractor cost estimates and execution performance against budget, schedule, and technical baselines
• Mentor and train junior cost and program control analysts to contribute to overall team capability development
• Communicate complex financial issues and present analytical results clearly to senior leadership and stakeholders

Requirements

• Progressive experience in financial analysis, cost analysis, budget execution, or program control supporting federal or DoW programs
• Demonstrated experience supporting PPBE processes within a government, DoW, federal contracting, or intelligence community environment
• Proficiency in extracting and integrating data from various reports and datasets using Excel, Power Query, and Power BI
• Bachelor's degree in a quantitative discipline (e.g., economics, engineering, mathematics, operations research, statistics, or business)
• Strong analytical, critical thinking, and problem-solving skills
• Excellent written and verbal communication skills, including experience briefing senior leadership

Preferred Qualifications

• Minimum of 2 years of defense, intelligence, or civil agency program business and financial management experience
• Active SECRET Clearance
• Familiarity with PowerApps, R, Python, or advanced data visualization tools
• Understanding of Government/industry accounting systems and weapons or automated information systems design
• ICEAA or Defense Acquisition Workforce Initiative Act (DAWIA) certification
