Procurement Manager

Responsibilities

• Manage the full life-cycle of procurement activities ensuring fairness, transparency, and compliance
• Plan and develop procurement strategies in compliance with federal, state, and funder regulations
• Conduct competitive bidding processes including RFPs, RFQs, and IFBs
• Oversee contract administration to ensure contractor performance and compliance with terms
• Implement and optimize procurement processes to enhance efficiency and reduce costs
• Maintain audit-ready files and support internal/external audits
• Establish dashboards for spending, renewals, and key procurement metrics
• Develop and implement procurement policies and standard operating procedures (SOPs)
• Analyze services spend and supplier operations to identify value creation opportunities

Requirements

• Must pass a health screening and TB test
• Must pass background fingerprint clearance
• Must be 18 years or older
• Ability to lift up to 30lbs may be needed

Preferred Qualifications

• Bachelor’s degree in Business Administration, Public Administration, Finance, or related field
• 5+ years of public sector procurement or federally/state-funded nonprofit experience
• Direct experience with State of California procurement requirements and EPAR workflow systems
• Strong knowledge of federal procurement standards including OMB Uniform Guidance (2 CFR Part 200)
• Proven application of sourcing and procurement principles
• Strong project management and data analysis skills
• Extensive knowledge of Excel
