Procurement Consultant/Public Law Specialist

Responsibilities

• Participate in procurement strategy and implement procurement policies for assigned categories
• Manage the tendering process: define needs, draft consultation documents, perform financial analysis of offers, and lead negotiations
• Oversee contract execution from notification to completion, including managing and negotiating amendments
• Conduct market reviews and performance assessments
• Ensure achievement of cost, quality, and deadline objectives

Requirements

• Master's degree (Bac+5) in Procurement or Law with a specialization in public procurement
• Proven experience in a complex environment with a prerequisite in public procurement
• Mastery of public procurement regulations
• Strong negotiation and project management skills with multiple stakeholders
• Excellent analytical skills, specifically in price decomposition
• High level of autonomy and rigor in drafting consultation documents
• Strong written and oral communication skills
• Knowledge of IT and intellectual services markets is a plus
• Interest in the airport sector is a plus
