Principal Specialist - Transport Foresight and Planning

Responsibilities

• Lead the development and updating of strategic and five-year transport plans aligned with urban development and economic forecasts.
• Maintain and issue the Dubai Transport Planning Model (DSTM) and its associated technical manuals.
• Determine rights-of-way requirements and coordinate with relevant authorities to reserve or freeze them.
• Set targets for strategic public transport share KPIs and identify priorities for road and transport infrastructure projects.
• Manage annual priorities and budgets for transportation infrastructure in coordination with project-owning departments.
• Provide technical support and review major developer projects, studies, and cost-sharing agreements.
• Participate in urban planning studies to encourage mass transport and sustainable mobility modes.

Requirements

• Bachelor's or Master's degree in Engineering (Civil, Transportation), Urban/Transport Planning, Transport Economics, or Data Analytics.
• 9+ years of relevant experience with a Master's degree, or 11+ years with a Bachelor's degree.
• Proficiency in advanced transport modeling and analytics.
• Strong expertise in GIS tools such as ArcGIS or QGIS.
• Project Management certification (PMP or PRINCE2).
• Proven experience in stakeholder coordination and technical reporting.
• Ability to monitor KPI and strategic performance.
