Principal Specialist - Talent Development Center

Responsibilities

• Formulate and implement training center policies and strategies to support organizational growth and excellence.
• Design and execute training and development procedures aligned with HR strategies and global best practices.
• Develop functional capabilities through annual learning plans, including leadership and technical programs.
• Create professional growth frameworks by assessing competencies through behavioral and technical evaluations.
• Establish strategic partnerships with external training institutes to enhance program quality and scope.
• Oversee the implementation of scholarship, graduate, and summer internship programs to support early talent.
• Supervise individual performance assessment processes in alignment with Dubai Government HR policies.
• Manage digital learning platforms and oversee the logistical support for all training courses.
• Evaluate the effectiveness of training programs and service providers, providing detailed ROI and impact reports.

Requirements

• Bachelor's or Master's degree in Human Resources.
• Minimum of 9 years of experience (with a Master's degree) or 11 years of experience (with a Bachelor's degree).
• Proven expertise in talent assessment and competency framework development.
• Strong experience in performance management and managing Individual Development Plans (IDPs).
• Proficiency in managing and optimizing digital learning platforms.
• Demonstrated ability to design and implement comprehensive learning strategies.
• Strong project management skills with a focus on effective execution and follow-up.
• Ability to conduct market research and benchmarking for talent development best practices.
• Competency in evaluating the Return on Investment (ROI) for talent and training programs.
