Pre-Contract Development Analyst

Responsibilities

• Support the operations of LIVE framework agreements and monitor framework usage within the SPD Framework Contract Team.
• Lead and drive continual performance improvement through analysis of outputs and feedback from internal and external sources.
• Develop robust plans for service framework contracts to improve delivery and efficiency.
• Review and update reporting systems for cost, budget, financial forecast, and performance data.
• Identify, resolve, and escalate contract issues as required.
• Manage contractual relationships and evaluate the allocation of risk between Energy Networks and contractors.
• Represent Energy Networks at both internal and external meetings.

Requirements

• Proven project and contract management skills.
• Experience with framework contracts within SAP systems.
• Strong negotiation skills with the ability to mitigate commercial risks.
• High level of computer literacy and proficiency in analytical techniques.
• Professional qualification or equivalent industry experience.
• Ability to communicate and present information effectively to all levels of management.
• Knowledge of procurement tender processes and standard terms and conditions.

Preferred Qualifications

• Quantity Surveyor background or expertise in analytical and quantity surveying techniques.
• Knowledge of SPEN Operations, ED2, and procurement processes.
• Understanding of typical network activities and associated assets.
• Awareness of Health & Safety legislation and financial control procedures.
