PPEU ICT Risk & Resilience Manager

Responsibilities

• Lead the design, effectiveness, and ongoing testing of business continuity, disaster recovery, and cyber resilience controls.
• Drive PayPal Europe’s adherence to the EU Digital Operational Resilience Act (DORA) and other European regulatory frameworks.
• Oversee the material change management framework from technology, cyber, and resilience perspectives.
• Monitor and report ICT resilience metrics and control effectiveness to senior management and governance forums.
• Serve as a First Line subject matter expert for ICT and cyber incident management, including severity assessment and regulatory reporting.
• Coordinate ICT control testing and assurance activities to ensure alignment with local regulatory obligations.
• Partner with business and technology stakeholders to ensure new products and strategic initiatives undergo appropriate risk assessments.

Requirements

• 5+ years of relevant experience in ICT risk management, operational resilience, or regulatory oversight within financial services or fintech.
• Bachelor’s degree in Information Technology, Cybersecurity, Risk Management, or a related discipline.
• Strong working knowledge of DORA, PSD2, GDPR, and EBA Guidelines.
• Hands-on experience with business continuity, disaster recovery, and cyber resilience testing.
• Proven expertise in incident management and regulatory notification processes.
• Proficiency with GRC tooling and risk data aggregation.

Preferred Qualifications

• Professional certifications such as CISA, CISM, or ISO 22301 / ISO 27001 Lead Implementer/Auditor.
• Experience overseeing complex technology transformations and new product launches in a regulated environment.
