Responsibilities

• Lead policy tracking and horizon scanning across legislative, regulatory, and higher education developments.
• Gather and synthesise political insights to brief the Head and CEO on risks and opportunities.
• Lead evidence generation by coordinating and interpreting data and research to underpin policy positions.
• Establish monitoring and evaluation frameworks to track the success of policy and advocacy activities.
• Draft high-quality policy content, consultation responses, briefings, and submissions.
• Manage stakeholder engagement, including roundtables, convenings, and relationship management across government and academia.

Requirements

• Demonstrable experience in policy, public affairs, research, or analysis.
• Strong understanding of the UK education, social mobility, or research funding landscape.
• Excellent research and analytical skills with the ability to synthesise complex evidence.
• Outstanding written communication skills for senior and external audiences.
• Proven ability to manage multiple workstreams and build new processes.
• Experience in monitoring and evaluating activity to improve practice.
• Advanced IT proficiency in spreadsheets, word processing, and CRM systems.

Preferred Qualifications

• Experience in horizon scanning or political intelligence-gathering.
• Familiarity with higher education, research organisations, or postgraduate study.
• Understanding of industrial strategy, labour market, and skills policy.
• Knowledge of Charity Commission guidance on campaigning and political activity.
• Experience working in a startup or scale-up environment.
