Planning & Control Manager

Responsibilities

• Lead financial governance for all projects, establishing and maintaining policies, procedures, and controls aligned with best practices
• Ensure compliance with project control requirements, including budget approvals, scope alignment, project charters, change management, and risk processes
• Coordinate with Finance, Procurement, and stakeholders to manage and control all project-related financial activities
• Develop and implement cost control strategies to meet project budgets, schedules, and overall program objectives
• Conduct gap and performance analysis to improve productivity and optimize resource utilization
• Oversee project planning and budgeting from feasibility to completion
• Monitor and report project performance, tracking costs, payments, progress, and schedules
• Manage cash flow and invoicing processes, including accruals and advance payments
• Drive stakeholder collaboration and reporting to ensure alignment across project managers, finance, and leadership
• Enhance project performance through benchmarking and contractor performance evaluation

Requirements

• Bachelor’s degree in Engineering, Finance, Business Administration, or a related field
• Minimum 10+ years of experience in project planning, cost control, and financial management
• Strong expertise in budgeting, forecasting, cash flow management, and financial governance
• Proven experience managing large-scale projects and coordinating with Finance and Procurement teams
• Proficiency in Microsoft Office (especially Excel) and SAP systems
• Solid understanding of accounting principles, risk management, and compliance frameworks
• Excellent analytical, problem-solving, and communication skills
• Strong leadership and stakeholder management abilities

Preferred Qualifications

• PMP certification
