Payroll Manager

Responsibilities

• Oversee daily payroll department operations to ensure functional efficiency and accurate, timely employee compensation
• Review personnel records to verify pay rates, job classifications, and status changes
• Maintain and reconcile payroll-related ledger accounts to ensure financial integrity
• Manage payroll system processing and ensure timely filing of all required reports
• Provide guidance to the Accounting Manager and assist in responding to DCAA and other external audits
• Prepare accounting papers, schedules, and summaries in accordance with company SOPs and applicable laws
• Research and advise senior management on the accounting treatment of complex transactions
• Prepare and reconcile payroll tax deposits, tax reports, and off-cycle payments
• Supervise employees, including training, performance planning, and work direction

Requirements

• Bachelor’s degree in Accounting (relevant experience may substitute for years of degree)
• Four years of experience with computerized payroll software
• Direct experience with Deltek Costpoint and Government Accounting/Payroll processes
• In-depth knowledge of Union and Service Contract Act (SCA) payrolls and Wage Determination tables
• Proven ability to interpret and apply Collective Bargaining Agreements (CBAs)
• Solid understanding of Federal Acquisition Regulations (FAR) and GAAP
• Ability to obtain and maintain a Secret US Government Clearance (US Citizenship required)
