Operational and Maintenance Lead - Roads

Responsibilities

• Lead the management of a large Infrastructure Operations and Maintenance (O&M) portfolio for roads, highways, and drainage assets.
• Act as the primary point of contact for the Client, leading workshops and meetings to ensure compliance and foster collaborative relationships.
• Provide leadership and mentorship to the O&M team, ensuring operational tasks are delivered on time, within scope, and within budget.
• Manage budgeting, forecasting, and reporting for all operational activities.
• Oversee the development and implementation of staffing strategies to meet key project objectives.
• Monitor work in progress to ensure high-quality deliverables and the achievement of performance KPIs.
• Establish and implement strategies to drive efficiencies within the contract.

Requirements

• Degree and Master's degree in an Engineering discipline.
• 25+ years of experience managing O&M Infrastructure, including highways, drainage asset management, and ITS.
• Proven experience leading O&M Infrastructure contracts within the GCC region.
• Fluency in both Arabic and English (excellent written and verbal communication is required).
• Project management certification that meets Parsons' requirements.
• Demonstrated ability to perform in a high-level management capacity.

Preferred Qualifications

• Recognized qualification from the Institute of Asset Management.
• Knowledge of current technologies and their effective utilization in infrastructure projects.
• Experience in the optimization of Opex and capital maintenance schemes.
