Network Underlay Operations and Billing Governance Expert

Responsibilities

• Act as the Subject Matter Expert (SME) for underlay connectivity services, including circuits, access, last mile, and carrier services.
• Support design validation, technical requirements, and feasibility in collaboration with internal network teams and providers.
• Coordinate underlay-related projects such as new site connectivity, migrations, and bandwidth upgrades.
• Manage the supplier ordering lifecycle in SRM7, including creating purchase requests, managing POs, and ensuring cost allocation accuracy.
• Centralize underlay spend visibility and perform rigorous invoice validation against delivered services and contracts.
• Resolve billing discrepancies, including double billing, incorrect service dates, and pricing mismatches.
• Ensure timely goods/service receipts to enable seamless payment processing.
• Produce regular reporting on underlay delivery, billing status, and dispute backlogs.

Requirements

• Strong experience as a Network Underlay SME (carrier services, circuits, access technologies, and site connectivity).
• Proven experience coordinating suppliers and managing operational processes in a run environment.
• Experience with SRM7 or SAP SRM and a solid understanding of procure-to-pay flows (PO, receipt, and invoice).
• High level of rigor and attention to detail regarding service IDs, billing periods, and recurring charges.
• Strong communication skills to interface effectively with technical, procurement, and finance stakeholders.

Preferred Qualifications

• Direct experience in invoice validation specifically for telecom or network services.
• Ability to define and maintain standard operating procedures for ordering and billing workflows.
