About the role
Responsibilities
- Provide technical support and capacity building for monitoring, evaluation, accountability, and learning (MEAL) mechanisms to ensure high-quality program design and evidence-based achievement.
- Develop and manage the MEAL strategy within project concepts and proposal development processes to ensure alignment with organizational and donor requirements.
- Lead and supervise MEAL Coordinators and Officers, providing coaching, performance management, and technical guidance.
- Facilitate the collection and analysis of program evidence to support reporting and demonstrate the achievement of strategic objectives.
- Coordinate research implementation and maintain networks with universities and research institutes to ensure high technical standards.
- Manage the annual business plan and budget for the PEARL Unit.
Requirements
- Bachelor's degree in development studies, statistics, or a related field.
- Minimum 3 years of experience in development work.
- At least 2 years of experience in project design, implementation, monitoring, and evaluation.
- 3-5 years of experience specifically in MEAL for grant projects, HEA, and advocacy.
- Strong knowledge of research methodologies, evaluation frameworks, and both quantitative and qualitative research techniques.
- Fluency in English.
- Willingness and ability to travel to remote or challenging locations for field visits and stakeholder engagement.
Preferred Qualifications
- Experience using statistical software such as SPSS, STATA, or R for data analysis.
- Strong cultural sensitivity and understanding of the local context in Papua.
