Manager, State Licensing

Responsibilities

• Provide full-service licensing oversight and consultation to clients
• Conduct regulatory research to interpret state requirements for pharmaceutical, device, wholesale, 3PL, and controlled substance licensing
• Manage the full lifecycle of client licenses including applications, renewals, and amendments
• Serve as a liaison between clients and state regulatory agencies
• Track and monitor licensing timelines and communicate status updates
• Maintain accurate records of licensing activities and documentation
• Support business development by providing subject-matter expertise during sales discussions
• Partner with compliance, legal, and operational teams to support corporate initiatives

Requirements

• Bachelor’s degree in business, legal studies, public policy, or a scientific discipline
• Minimum 7 years of experience in state licensing or regulatory compliance
• Experience preparing state license applications (wholesale, 3PL, pharmacy, etc.)
• Strong research skills to interpret state statutes and regulations
• Proven ability to manage high-volume, detail-oriented regulatory processes
• Experience working with regulatory agencies such as state boards and the FDA
• Strong project management and organizational skills
• Managerial experience

Preferred Qualifications

• Master’s, PhD, or PharmD degree
• Experience working with state boards of pharmacy or departments of health
• Knowledge of federal regulations like DSCSA and DEA requirements
• Familiarity with Regulatory Information Management Systems (RIMS)
• Prior consulting or client-facing service delivery experience
