Manager - Billing & Revenue Recovery

Responsibilities

• Lead end-to-end billing and revenue recovery operations, including credit, collections, arrears management, and customer appeals
• Ensure accurate and timely billing across all rate classes, overseeing billing cycles, rate application, and meter read validation
• Establish and manage key performance metrics (KPIs) for billing accuracy, collection effectiveness, and write-offs
• Develop enterprise strategies to reduce accounts receivable and optimize uncollectible expense performance
• Ensure compliance with regulatory requirements, including HEFPA, Fair Credit Act, and NY State PSC/DPS mandates
• Manage departmental financial performance, including annual budget preparation and monthly financial reporting
• Oversee external collection vendors and customer assistance programs
• Lead systems and process improvement initiatives in partnership with IT and SAP teams
• Supervise and develop a non-union workforce, fostering a culture of accountability and continuous improvement

Requirements

• Bachelor's degree in business, Finance, Accounting, Economics, or a related field
• Minimum 8 years of relevant experience in credit/collections, revenue recovery, utility billing, or customer accounting
• Proficiency in SAP IS-U/CCS billing processes and systems
• Strong analytical and mathematical skills with experience in data interpretation and KPI management
• Proven ability to manage budgets, staffing needs, and performance in large-scale operational settings
• Excellent leadership, communication, and problem-solving skills

Preferred Qualifications

• Prior experience preparing documentation or testifying for regulatory proceedings
• In-depth understanding of HEFPA, Fair Credit Act, SOX, and NYPSC/DPS billing regulations
• Knowledge of utility customer service processes and regulatory frameworks
• Proficiency in Microsoft Excel, Word, and PowerPoint
• Experience managing vendor performance and contract compliance
