Lead Project Controls

Responsibilities

• Lead the overall execution of project controls, including cost engineering and scheduling, for both internal teams and external contractors.
• Establish Project Controls Plans, including detailed procedures for cost, schedule, progress, change, and risk management.
• Develop and implement Work Breakdown Structures (WBS), cost structures (SAP), and schedule structures (P6) to ensure accurate reporting and forecasting.
• Coordinate the cost estimating process across different project phases to align with execution models.
• Establish control account budgets and schedule baselines while facilitating stakeholder risk reviews and audits.
• Provide monthly reports and presentations identifying early warnings of cost or schedule variances and recommending mitigation options.
• Manage project close-out activities, including lessons learned, benchmark data collection, and asset capitalization.

Requirements

• Bachelor's degree in engineering, business administration, or a related project management field (engineering major preferred).
• Minimum of 8 years of experience in project controlling, specifically in cost control, scheduling, or both.
• Proven experience in chemical or industrial plant environments from project conception through closeout.
• Strong understanding of engineering, procurement, and construction (EPC) workflows.
• Proficiency with industry-standard tools such as P6, SAP, or PRISM.
• Fluency in both English and Chinese.
• Analytical thinking skills and a strong spirit of teamwork.
• Willingness to accept offshore assignments.
