Lead HSE Technical Engineer

Responsibilities

• Lead and manage all Technical HSE engineering activities for offshore and utility upgrade projects
• Facilitate HSE workshops including HAZID, HAZOP, PHSER, and SIMOPS reviews
• Develop and validate offshore demolition HSE procedures and isolation plans
• Oversee construction HSE compliance for mechanical, piping, electrical, and structural activities
• Coordinate HSE activities for pre-commissioning and commissioning phases
• Lead incident and near-miss investigations using root-cause analysis (RCA)
• Develop and oversee SIMOPS plans for operations alongside live production facilities
• Conduct routine site inspections, HSE audits, and behavioral safety observations
• Manage subcontractor HSE compliance and performance

Requirements

• Bachelor’s Degree in Engineering (Safety, Chemical, Mechanical, or Electrical preferred)
• Mandatory ADNOC Offshore approval or eligibility
• 15+ years of experience in Oil & Gas EPC Projects
• Mandatory offshore experience, preferably with brownfield platform projects
• Expertise in process safety, risk assessment, and safety-critical systems
• Strong knowledge of ADNOC Offshore HSE standards and UAE regulations

Preferred Qualifications

• NEBOSH IGC or International Diploma
• Functional Safety (SIL) and Hazard Study training
• Membership in a recognized professional HSE body
