Human Resources Manager

Responsibilities

• Provide strategic HR leadership and advise executive leadership on workforce strategy and labor law compliance
• Lead a team of HR professionals across Learning & Development, Benefits, Employee Relations, and Talent Acquisition
• Oversee full-cycle recruitment for exempt, non-exempt, and wage-determined employees
• Administer compensation programs and oversee performance management processes
• Lead Service Contract Act (SCA) compliance, including wage determinations and classifications
• Serve as the primary HR liaison for union relationships and Collective Bargaining Agreement (CBA) administration
• Partner cross-functionally with Payroll, Business Operations, Legal, and Contracts

Requirements

• Bachelor's degree with 12 years of related experience, OR Master's degree with 10 years, OR PhD with 6 years
• Demonstrated people-leadership experience
• Minimum 8 years of full-cycle talent acquisition experience
• Strong knowledge of labor and employment law
• Proficiency in HRIS and Microsoft Office

Preferred Qualifications

• Experience in government contracting
• Experience with Service Contract Act (SCA) administration
