HSE Manager

Responsibilities

• Implement the PMC HSE assurance strategy and provide independent oversight of EPC Contractor HSE performance
• Lead HSE oversight for SIMOPS (Simultaneous Operations) between construction and the operating smelter
• Manage high-risk activities including heavy lifting, working at height, and high-voltage electrical installations
• Conduct audits, inspections, and compliance reviews to ensure regulatory and international standard adherence
• Lead incident investigations and verify the quality of root cause analysis
• Oversee environmental compliance, including waste management and emissions control
• Ensure emergency preparedness and response readiness for industrial scenarios
• Provide HSE leadership during the transition from construction to commissioning and start-up

Requirements

• Bachelor's Degree in Occupational Health & Safety, Engineering, Environmental Science, or related discipline
• Minimum 20 years of HSE experience on major industrial projects
• Minimum 10 years of construction-related HSE experience
• Proven site leadership experience on large capital projects
• Extensive experience in metallurgical, smelting, mining, oil & gas, or heavy industrial sectors
• Essential experience with brownfield projects and SIMOPS management
• Experience within a PMC, Owner's Engineer, or major EPC environment preferred
• Previous Southeast Asia or Indonesian project experience highly desirable
• Nickel smelter or pyrometallurgical project experience strongly preferred

Preferred Qualifications

• NEBOSH Diploma or International Diploma
• GradIOSH / CMIOSH status
• CSP or equivalent certification
• ISO 45001 or ISO 14001 Lead Auditor certification
• Incident Investigation Certification (ICAM, TapRooT, Apollo or equivalent)
