HSE Manager

Responsibilities

• Establish and lead the project Health, Safety, and Environment (HSE) organization and governance structure
• Implement and maintain project HSE management systems, procedures, and standards
• Review existing HSE processes to align with local requirements and industry best practices in Japan
• Deliver HSE training, coaching, and awareness programs for project personnel and contractors
• Monitor project HSE performance and analyze gaps between planned objectives and actual site conditions
• Identify risks and potential hazards, develop mitigation strategies, and ensure corrective actions
• Conduct audits, inspections, and compliance reviews
• Support the development team in achieving key project milestones leading to Final Investment Decision (FID)

Requirements

• Bachelor's degree in Engineering, Project Management, Law, Occupational Health & Safety, or Environmental Management
• Proven experience in project HSE management within large-scale construction, infrastructure, or energy projects
• Strong understanding of HSE management systems, risk assessment, and regulatory compliance
• Experience working within complex project environments with multiple stakeholders
• Understanding of both global project management practices and Japanese business styles
• Valid driver's license and willingness to travel to project sites

Preferred Qualifications

• Experience establishing HSE frameworks during early-stage project execution
• Experience supporting large-scale data center, industrial, or energy developments
• Professional HSE certifications or relevant safety qualifications
• Business-level Japanese and English communication skills
