HSE Manager

Responsibilities

• Develop, implement, and maintain HSE policies, standards, and procedures to ensure compliance with local regulations and international best practices.
• Lead HSE risk assessments, develop mitigation plans, and monitor implementation across all project phases.
• Conduct internal and external audits, identifying areas for improvement and ensuring corrective actions are implemented.
• Foster a strong safety culture through regular training, awareness programs, and competency development for all site personnel.
• Oversee safety management plans and ensure their integration into project execution strategies.
• Provide technical guidance and mentorship to HSE officers and site teams.
• Coordinate with internal departments, contractors, consultants, and client representatives to align HSE objectives.
• Ensure proper incident investigation, reporting, and implementation of lessons learned to prevent recurrence.
• Monitor HSE key performance indicators (KPIs) and provide regular reports to senior management and the client.
• Ensure emergency response plans are in place and conduct regular drills to test effectiveness.

Requirements

• Bachelor’s degree in Engineering, Industrial Safety, Environmental Science, or a related field.
• 15+ years of experience in HSE management roles, specifically in large-scale rail or metro infrastructure projects.
• Strong familiarity with UAE/GCC statutory health and safety standards and regulatory requirements.
• Demonstrated expertise in risk assessment, hazard management, and incident investigation.
• Proficiency in HSE management systems, compliance audits, and reporting.
• Strong leadership, problem-solving, and team-building skills.
• Effective communication skills for preparing reports and engaging with regulatory bodies.

Preferred Qualifications

• Lead Auditor Accreditation.
